This job contains both Data Architect and Data Engineer aspects.

Context

The mission is part of a federal initiative to establish the Health Data Agency (HDA) that aims to facilitate the (re)use of health and health data for research, innovation and policy.

To guarantee better, affordable, preventive and targeted care for everyone and to contribute to better health of citizens in Belgium and Europe. That is the mission of the Belgian Agency for Health Data (HDA), which will be set up in 2023. The policy cell of the Ministry of Health commissioned five founding members (RIZIV, FPS Public Health, FAMHP, Sciensano and the KCE) to jointly develop a proposal in this sense

General description

This job contains both data science and data engineering aspects. You help to make datasets and data sources interoperable in the context of healthcare and where the FAIR (Findable, Accessible, Interoperable, Reusable) data principles are used. You have to perform data modelling, create data mappings, implement standards, clean up data and implement reference datasets. But you also help with your expertise for setting up a data architecture and tooling together with the architecture & tooling team. Most of your work is active hands-on, operational, implementing and support work, but you also support strategic work.

Your tasks:

  • You help to set up the following projects with a lot of attention for working solutions in existing tooling together with setting up the new tooling:
  1. Development and completion via existing use cases of the 'metadata catalog' solution,
  2. Development and implementation via existing use cases of the 'reference data management' solution and the 'master data management' solution,
  3. Making data FAIR using international standards (such as DCAT, OMOP, SNOMEDCT, ICD-10, FHIR …).
  • You will, together with other team members, document your work, help communicate and, where necessary, also participate in events, hackathons, etc. You will actively support stakeholders and users of the aforementioned platforms.
  • You will state and also help translate functional and data architectural requirements into technical specifications. As well as designing, building, deploying and maintaining the 'metadata catalog', the 'referential data' and 'Master data Management' solution in accordance with the functional and non-functional requirements.
  • You will help test solutions, perform troubleshooting, do implementation and together ensure maintenance and adequate technical documentation.
  • You will carry out prototype reviews and set up demos together with the team.
  • You will work with the different stakeholders of the project (project leader, data architect, etc.) to ensure appropriate delivery in a flexible and pragmatic approach.

What we expect from you:

  • Master in data science, computer science or equivalent through experience.
  • Practical experience with agile methods and frameworks such as scrum or kanban.
  • Experience with code versioning (Git), software scripting (Python) and Linux.
  • Experience with graph databases and semantic web.
  • Experience with annotating data and metadata.
  • Experience with standards (such as DCAT, OMOP, SNOMEDCT, ICD-10, FHIR …)
  • Experience with analysis of data sources to apply FAIR data principles.
  • Experience with the use of reference data.
  • Experience with 'data catalog' solutions.
  • Experience with setting up health data ingestion pipelines.
  • Knowledge of healthcare and healthcare data.
